Candidates for office promote their intentions to make and modify rules, and folks vote for whoever they consider has one of the best combination of intentions and one of the best chances of effectively carrying them out. But the necessity to make complicated social trade-offs tends to forestall politicians from carrying out all of their intentions when in office. Rarely if ever is a proposed social, financial, or political change more likely to benefit every element of a social system equally, and so the teams that see themselves as possible losers resist.
